Though it takes great patience, birds can be trained to obey commands, even to talk if genetically predisposed.
Throughout training, talk to your bird to reassure it.
Keep working until even small progress is made.
Training should be done by one member of the household.
The first step - to accustom the bird to your hand.
Put your hand (perhaps leather-gloved) quietly in the cage until the bird gets used to it.
Eventually, it will sit on your hand.
Move slowly.
  Once the bird sits comfortably on your hand, train it to sit on your finger.
Put your index finger horizontally against its body in the front above its legs.
With big birds you may need to extend three fingers or your entire hand.
Keep trying, going back to letting the bird sit on your hand until it has learned to sit on your finger.
You can then train it to go from one hand to another, even onto your shoulder.
  Teach the bird to go back to the perch by holding it on your finger with its breast against the perch.
You may also say something like "up.
"   You can then let the bird out of the cage to fly free.
Be aware that a flying bird may break things in your house.
To get the bird back in the cage, use a treat first.
You may use a command like "come.
" If it fails to come, use a stick as a perch, get the bird on it, then walk it back to the cage.
  If you decide to use a T-shaped perch for training, remember that the perch can seem to be an aggressive male to your bird.
You can leave the T-shaped perch in the cage until the bird becomes accustomed to it.
Always approach the bird from the side and very slowly.
