The state of New Jersey's HUD office regulates the disbursement of this grant money to eligible organizations and individuals. Community Development Block (CDB) grants are designed to assist with the rebuilding and/or revitalization of a community or neighborhood. These grants can be awarded individually or to profit or non-profit businesses based in New Jersey.

There are several types of CDB grants that can be awarded. Residents and businesses (profit or non-profit) in communities that have been declared disaster areas are eligible for grant funding, as well as neighborhoods hit hard by foreclosures through the Neighborhood Stabilization Program.
