Saline implants generally cost less; your final cost will of course depend on where you live, your surgeon and your personal health issues.
If they leak your breast will look smaller so you will know about it within days and your body will simply absorb the saline without any harmful side effects to worry about.
The incision to install saline implants will also be smaller because the implants can be filled up once they are in place unlike silicone which come prefilled to size requiring a larger incision to insert.
The downside to saline implants is they tend to look rounder than silicone and they feel stiffer and less natural than silicon.
They may also not be the best choice for slender women with smaller breast because they tend to look more obvious.
Silicone as you can see by comparison has many benefits.
They feel and look more natural than saline implants and they aren't as weighty as saline implants.
On the downside they do cost more and there is a concern with silicone leakage causing health problems in women, which is why they were banned in 1992 while the FDA investigated the claims.
The ban was lifted when the claims were not supported so they are once again a choice for women on the market today.
Your ultimate implant choice will depend on your comfort level with the risk and benefits of both types of implants and your current breast size and what size you hope to increase to.
