    • 1). Mow the grass and weeds over the area where the flower bed is to be planted. The best time to start this project is in the fall, but spring time also works. Dig up any larger weeds and dispose of them.

    • 2). Cover the entire area with two to three layers of newspaper sheets. Place several stones on the sheets' edges to keep them from blowing away. Spray the paper layers with water using a garden hose or watering can until all the layers are thoroughly soaked.

    • 3). Cover the newspaper layers with 4 to 8 inches of fertile garden soil. Move the soil with a wheelbarrow and shovel it onto the paper with a spade. Allow the area to "winter over" for best results. If you start the project in the springtime, let the area sit for several weeks before you start to plant. This allows the soil and paper fiber to break down and kill the buried weeds.

    • 4). Dig holes with the sharp point of a trowel or spade to plant annual and perennial seedlings. Scoop down to the required depth for the individual variety of plant. If you find pieces of newspaper or soil clods, toss them aside for removal to your compost pile.

    • 5). Add a trowel full of compost to the bottom of each hole. Set the seedling in the hole and cover its root system with soil.
