Is Hurricane Sandy Making the Federal Government Look Incompetent?

What on Earth can the government really do to protect our citizens from rainfall of 30 inches in 30 hours? I mean that's huge, and so too was Hurricane Sandy, which once does finish her massive flooding, may not leave a whole lot of sand on the beaches as it erodes those much needed barriers to human civilization from future high tidal events.
Obviously, people are not going to be happy in the aftermath of this October 2012 storm - not with the power out, flooding, and high fuel prices for weeks to add insult to injury.
Nor are they going to go for excuses as to why it has taken so long to clean up, or get power restored.
There was an interesting article in Government Executive on October 29, 2012 titled; "Washington-area federal agencies remain closed Tuesday" by Kellie Lunney which discussed that in preparation for Hurricane Sandy the government shut down all Washington DC agencies, giving everyone a "paid day off" and that this would continue through Tuesday, perhaps even Wednesday, or who knows maybe the rest of the week? So, our government which is supposed to be there for us when we need them, conveniently closes at the first sign of trouble.
May I please ask; what good is a government that closes every time there is hardship? You see, I ask this because, only part of the country is having a storm, what about the other 2/3rds of the country? What is wrong with this government, and all these agencies without contingency plans? Boy does the Obama Administration have audacity to ask the voters for more money, and claim they need to raise taxes? Government is big enough already, and yet, it doesn't seem to be any more capable, actually the bigger it gets the less effective it is.
Our government under Obama's leadership has run away from problems, rather than doing what it takes to fix them.
Always choosing discretion, over valor, always protecting itself and leaving us wet and soggy or high and dry depending on the so-called crisis of the week.
Now then, Obama might try to give pre-scripted teleprompter speeches to give everyone assurance that they are doing everything they can, but when things are not getting done fast enough, whom do you think they will blame? Will this be Obama's "Hurricane Katrina" moment? If you will recall the political opposition sure worked to blame Bush for that Hurricane, as if you can blame a President for the weather, but people did, I remember it well.
The things people said in the name of politics and in looking for someone to blame were absolutely uncivilized.
They say history repeats, and that the buck stops somewhere; well then, so be it.
Please consider all this and think on it.
