How to Make a Petticoat for Halloween
- 1). Cut tulle netting into 4-inch-wide strips with scissors. To determine how long to cut the fabric, double the number in inches of the desired petticoat and add 2 inches to the number. For instance, a petticoat with a finished length of 12 inches would have strips measuring 2 inches wide by 24 inches long.
- 2). Measure your waist circumference, and cut 1-inch-wide elastic to that length.
- 3). Tie one end of the elastic to a fixed object, such as the back of a chair or a doorknob. Stretch the elastic as tight it can go, and tie the other end to another fixed object.
- 4). Tie strips of tulle on the elastic. Fold the tulle in half, and hold the top of the tulle in one hand, creating a loop. Hold the loop behind the elastic. Hold the bottom ends in front of the elastic with your other hand. Pull the ends of the tulle through the loop, securing it onto the elastic. Pull the tulle ends tightly, securing the knot.
- 5). Repeat Step 4 until you have covered the elastic with tulle strips.
- 6). Untie the ends of the elastic from the fixed object. Sew on a snap at the ends of the elastic with a needle and thread, or overlap the ends of the elastic by 1 inch and sew the elastic together.
