    • 1). Fill the cells of the seed tray with a good seed-starter mix to within 1 inch of the top rim of each cell. Place three or four seeds on top of the soil and cover them with about 1/2 inch of the seed starter.

    • 2). Water each cell within the seed tray so the soil is moist but not wet. Place in the seed tray in a sealed, large zip-top plastic bag.

    • 3). Place the seed tray indoors in a warm area with plenty of light away from direct sunlight. Allow the seeds to germinate and grow for the next two to four weeks. If excess moisture builds up, open the bag and allow some of the moisture to evaporate.

    • 4). Remove the seed tray from the plastic bag when the seedlings begin to sprout. When the seedlings are about 1 inch tall, thin them to one plant per cell. Continue to water the seedlings, as needed.

    • 5). Transplant the pepper plants to 4-inch grow-out pots filled the potting soil when the pepper plants reach about 4 inches tall. Water the pepper plants in and place them in a warm and well-lit area away from direct sunlight.

    • 6). Place the pots outside after the last risk of frost passes in spring to harden off the pepper plants for planting in the garden.

    • 7). Prepare the garden for planting by loosening the soil with a shovel. If necessary, add well-composted organic material or a good 10-10-10 fertilizer to enrich the soil. Form raised beds to aid in drainage, as pepper plants do not tolerate wet conditions well.

    • 8). Dig a hole in the row for each plant that is about the same depth as the root ball of the plant. Set the transplanted pepper plants 18 to 24 inches apart. Backfill the hole with the excavated soil and tamp the soil down firmly to support the plant. Water the pepper plants so the soil is damp but not wet.
