is less than two metres away from the boundary of a dwelling house with a highway (which includes all public roads, footpaths, bridleways and byways)

You should measure the height of the porch from the ground level. If the ground is uneven, you should measure from the highest part of the surface.

Another reason for building an entrance porch that many people fail to consider is the energy saving value it has. The entrance porch acts as a heat trap, preventing heat from escaping a house when the front door is opened. It can also reduce heat leakage. By trapping a body of air in front of the door heat will not seep as readily through the door or through gaps beneath the door. The front door is one of the main areas of heat loss in a house. The addition of a front entrance porch can realise considerable energy bill savings.
