    • 1). Blow up a balloon and tie off the end. The bigger the balloon, the bigger the pinata will be, so fill it with as much air as you wish.

    • 2). Rip a newspaper into several strips. Each strip should measure around 1 inch wide by 8 inches long.

    • 3). Combine warm water and flour into a large bowl. The mixture should measure one part flour, three parts water. Stir the ingredients until they are mixed well.

    • 4). Lay newspaper strips into the mixture, and start layering the strips onto the balloon. Coat each strip of newspaper with the mixture well before laying it on the balloon. Cover the balloon with the strips. Leave open a 2-inch-by-2 inch square around the knot on the balloon.

    • 5). After the newspaper strips have completely dried, pop the balloon. This will leave a paper mache shell that you will soon decorate and make into your pinata.

    • 6). Use a hole punch to punch two holes at the opening of the shell. This is where you will tie a string to hang the pinata up.

    • 7). Glue pieces of shredded tissue paper to decorate the shell. Glue the ends of the tissue paper in horizontal lines around it.

    • 8). Your paper mache shell has now become a beautiful pinata. Fill your pinata with candy and small toys before hanging it up for all to admire.
