G20 Summit: "Building Our Common Future: Renewed Collective Action For The Benefit of All"
There are two declarations or final reports at the end of the G20 summit in Cannes, France.
The first is the G20 Leaders Summit and the second one is the Final Deceleration.
As the mission statement of the summit implies there must be a common future which means a future that everyone has to do with and then everyone is responsible for.
Furthermore, the leaders of 20 governments are gathered to find approaches and ways which benefit everyone.
When it comes to international government, you must either be powerful enough not to need anyone else to solve your problems or you are not strong enough and you need others.
Because now the first model does not exist the governments are gathered to solve the problems of the world.
So the power in this term is horizontal not vertical meaning that the governments need each other.
The question why only these twenty countries are invited to the summit is interesting to find an answer for.
The first thing which comes to mind about these countries is that they all have something in common.
That is they are all somehow powerful countries.
The idea of having power has made these countries important and then gets invited to the summit.
Then they try to cooperate and work together to solve the global problems.
Working together in a horizontal way as said above, and not having enough power not to need others in an imperial vertical manner leads to a kind of global governance.
It means that different governments, of course the most powerful ones, try to cooperate with each other to solve the global problems.
The most significant issues the leaders of these twenty governments discussed in the summit were about the global recovery which is being weakened and particularly in advanced countries the level of unemployment is unacceptable.
Increasing tensions in the financial markets were discussed, particularly in Europe and the persistence of global imbalances was among other things which were talked about.
Before introducing the solutions the leaders of the G20 reaffirmed their commitment to work together and they have taken decisions to give strength and energy to economic growth, create jobs, ensure financial stability, promote social inclusion and make globalization serve the needs of the people.
Afterwards, the deceleration precedes several strategies to solve the noted global problems.
The first one is a global strategy for growth and jobs.
As it name implies it has a lot to do with economics and when it says a global strategy it means it is for the entire world.
It is interesting that only 20 countries are deciding about the globe and it is more interesting that these are the states not the nations.
Then it goes on by making decisions on the IMF and making it stable and resilient.
After that the reforming the financial sector and enhancing market integrity is mentioned and there are strategies to deal with it.
Then the importance of promoting agriculture is taken into account and the concern about commodity price volatility is pointed out.
That is according to the world population it is a key reason to promote agricultural productions to feed the people.
Then improving energy markets and pursuing the fight against Climate Change is talked about.
Trading system which is multilateral avoids the protectionism and so the WTO is supported to play a more active role in improving transparency on trade relations and policies and enhancing the functioning of the dispute settlement mechanism.
Then addressing the challenges of development, intensifying their fight against corruption and finally and I think one of the most important of them, reforming global governance for the 21st century.
Speaking of global governance, the G20 countries welcome the contributions of non-members, like the UN, to their work.
They declare that they welcome the report of UK Prime Minister David Cameron on global governance.
The idea of global governance is when it comes to solve the global problems.
However, the central question is that "Who is going to solve the global problems? Or who is going to govern the globe?" Government without governance is not possible while the governance without government is possible.
That is, the global governance is a kind of governance without any government.
As I represent Germany, I must say that Germany, like other countries, seeks to find ways to be effective in the global interactions and issues.
As Germany has an industrial power in Europe and looks for ways to use this power in global interactions, summits like the G20 summit is importance to them.
That is Germany is going to have a contribution in managing the world and the best place to manage the world is summits like this where the global problems are being discussed and the idea of global governance makes sense.
As one of the most discussed issues in the G20 summit was the economical problem, particularly in the Europe, and as one of the economical centres of European countries is located in Frankfort, Germany, they are conserved about these problems more and they feel more responsibility than others and try to be influential when it comes to the economical issues.
Another important thing that makes Germany to play an important role in summits like the G20 is that Germany has a lot to say when it comes to energy, because Germany has done a lot of efforts to make alternate energies to fossil ones and it is one of the issues discussed in the summit seriously.
As a conclusion what comes to mind is that participating in the summits like the G20 summit is in terms of the global management.
However, only the powerful countries are invited, because they have the power to solve the global problem not any country.
Working together and cooperating to solve common problems to build the common future is the most important reason summits like this come to exist.
Another thing I can say as a finding of this report is that we can have a kind of governance without having a government.
