Put 1/3 cup water into a measuring cup. Add 1 teaspoon salt to the water, if desired, and stir until dissolved.

Pour baby shampoo into the cup with the water until the liquid reaches the 2/3-cup mark. Add 2 tablespoons baby oil to the cup. Stir the mixture gently with a wire whisk to combine.

Pour the mixture into a plastic bottle. Keep the bottle close to the tub and pour a tablespoon or two under running bath water to create bubbles in the bath.
