    • 1). Measure the PVC pipe. Measure how deep the PVC pipe will be buried in the bucket by measuring the height of the bucket with the tape measure. Mark the height up from the bottom of the pipe.

    • 2). Prepare the PVC Pipe. Use plastic wrap to wrap the PVC pipe from the mark to the bottom of the pipe. Wrap tape around the plastic wrap to secure it in place and rub petroleum jelly on top of the plastic. The petroleum jelly allows you to easily remove the flag pole after the cement starts to harden.

    • 3). Mix the cement. Find the manufacturer's instructions on the package and follow the directions. Mix enough to fill a 5-gallon bucket. The bucket allows you to change the location of your flagpole.

    • 4). Fill your 5-gallon bucket with two inches of concrete. Allow the cement to sit for about five to 10 minutes, then put the end of the PVC pipe wrapped in plastic into the concrete. Use the level to ensure the pipe is straight.

    • 5). Add more concrete. You need a partner to hold the PVC pipe straight while you pour the remaining concrete in the bucket. Don't fill the bucket to the top because it will be too heavy to move.

    • 6). Allow the concrete to set. The concrete should dry overnight.

    • 7). Remove the PVC pipe from the concrete. If you applied enough petroleum jelly, it should come out easily. Remove the plastic with the petroleum jelly from the pole. Allow the concrete to dry completely before putting the PVC pipe back in the cement.

    • 8). Attach the rope cleat to the pipe. The rope cleat needs to be about halfway up the pipe. Use your drill to make pilot holes halfway up the pipe before attaching the cleat with screws.

    • 9). Insert the wood piece. Put the wood insert inside the top opening of the PVC pipe. Connect the pulley to the wood insert using the eye screws. The wood insert is to stop rain and debris from going down the pipe.

      Thread your flag rope through the pulley. Attach the flag hooks on the rope according to the instructions on the package of hooks. Clip the hooks onto the flag at the grommet holes.
