Acquisitions

• USAID policy utilizes varying acquisition instruments such as contracts, purchase orders, cooperative agreements and grants to procure commodities and services for its worldwide projects and programs. About one half of the contract and grant awards made by USAID are administered by its Washington D.C. Office of Procurement; the other contracts are administered by contracting staff located at USAID missions worldwide.
  
  

Registration

• In order to bid on contracts to supply commodities and services, prospective contractors must first register with the federal government's Business Partner Network Central Contractor Registration (CCR) system. Introduced in 2003, CCR is the primary vendor database for the U.S. federal government.
  
  

Solicitation

• Procurement and acquisitions are solicited through the Federal Business Opportunities department. FBO's interactive website allows vendors and contractors to search for and bid on current opportunities.
  
  

Budget

• The annual USAID Congressional Budget Justification document provides statistical information on USAID's foreign assistance activities, which have five core goals: promotion of transformational development, provision of humanitarian relief, strengthening of fragile states, support of strategic states and addressing global issues.
