Municipal Grants Act
- Before the Municipal Grants Act was passed, the main piece of legislation governing the awarding of grants from the province to local communities was the Municipal Revenue Sharing Act, which was repealed as part of the Municipal Grants Act. Most concepts in the Municipal Revenue Sharing Act, such as the tax normalization scheme known as the "escalator index" and the differences between varying forms of municipalities, were not incorporated into the new Municipal Grants Act.
- Under the Municipal Grants Act, authority for awarding grants is largely placed under the purview of a minister in the Saskatchewan Executive Council, currently the minister of municipal affairs. He can also withhold a grant or take money back from communities if the communities receiving grants do not fulfill the obligations attached to the grant money and recalling the money is in the public interest.
- The lieutenant governor has the authority to determine the intent of wording in grants when there is a dispute, and can prescribe formulas for how grant money is awarded.
