    • 1). Call the telephone company and speak to a supervisor about your complaint. Get information about why the telephone company cannot solve your issue, and gather the names and representative numbers of everyone with whom you speak.

      Write a complaint letter that outlines your chief complaints with the phone company. Writing this letter helps you organize your thoughts and is necessary if you intend to lodge a formal complaint.

    • 2). Call the FCC to file a formal complaint, or see the website listed below in the resources section to file a complaint online with the FCC. Start with the federal level because if there are numerous complaints about the same problem, the FCC will combine all the complaints and file collectively on behalf of all consumers.

    • 3). Call the Public Service Commission or the Public Utilities Commission in your state to file a formal complaint on the phone company. State complaints can also be filed online. For example, the Florida Public Service Commission has a section online exclusively for complaints.

    • 4). Complain to city agencies such as the Better Business Bureau and the Chamber of Commerce. Further, state governors have consumer complaint forms. For example, in Georgia, the governor has the Governor's Office of Consumer Affairs, which handles complaints for consumers of that state.

    • 5). Follow up with all federal, state, and city agencies to make sure your complaint has been received, reviewed and issued a unique complaint number. Ask each agency about the status of your complaint.
