A consumer is someone who utilizes or avails a product or service against a certain monetary consideration. This buyer-seller association stands on faith, commitment, ability and transparency. But, ethics do get compromised and for the un-organized business that we have in India this compromise gets rampant. Every form of business has its grey shade and that is what gives rise to a complaint.

A complaint comes as non-realisation of benefits for the amount paid. Misrepresentation, miscommunication, fraud, cheating and coercion are the terms that give rise to this non-realisation. But, do all the consumer complaints arise because a seller takes a wrongful stand?

Reason: As an ignorant and stationary entity we provide the unethical trade a good growing ground and so come the complaints...

Area of Concern: It's our own tolerance to our sorry state of affairs as a consumer that needs to be addressed.

How many of us have this urge to ask for a legitimate bill while we purchase something. Our own inactivity should be blamed for all this mess. A merchandise bill is a piece of agreement or a sale deed that explains the item, the price paid, product specifications and the expiry date. The bill holds a significant commercial and legitimate value. A bill is prima-face evidence on what was sold, to whom this was sold, from whom was this sold and on what conditions the sale was made. It virtually explains the entire sale and comes as a binding on both i.e. the buyer and the seller.

The scope for a complaint is less if the seller abides with the specifications on sale. But, this requires a certain activity on our part as a consumer. We must emphasize on having a €bill' for every payment that we make at a retail counter. Our every purchase, big or small should be accompanied with the bill. For the majority of the population this might seem to be an un-necessary activity but this is the only possible cure to our woes as a consumer. The bill binds the trader / manufacturer / seller to his responsibility on sale.

A piece of paper is what a merchandise bill is but it successfully protects the consumer in us. The consumer protection act, 1986 defines consumer rights and makes provision of the local consumer forum / district court to help an aggrieved consumer defend the same. The same can be presented to the judicial body as evidence to sale and tells about how you get violated for your consumer rights. The bill goes on to explain your side of the story and the most authentic piece of information to validate your case.

A collective voice on acquiring a bill is therefore very necessary to bring down Consumer Complaints. This Intolerance to any act on misrepresentation, miscommunication, fraud, cheating and coercion should produce a counter force to the trade irregularities. A bill should bring transparency and authenticity to any sale deed thereby keeping consumer rights violation minimal.
