    Tribal Energy Program Grants

    • Tribal Energy Program grants are offered through the U.S. Department of Energy, which encourages economic development and work opportunities on tribal lands through energy-efficiency and renewable-energy innovations. The grants are one of three federal grants available for window replacements in Missouri.

      In addition to grant funding for window replacement and other technologies, the Tribal Energy Program provides technical support and training to interested Native American tribes. Only Native American tribal governments may apply for a grant through the program. However, a tribe's proposal may focus on either energy efficiency projects such as replacing windows, or renewable energy projects such as those involving solar, wind, geothermal and other forms of power.

      The amount of funding rewarded varies from proposal to proposal, and solicitations are considered on a competitive basis; tribal governments from Missouri contend with tribes from all over the country. In January 2011, the DOE announced that the Tribal Energy Program would issue up to $10 million in 2011 toward energy-related projects in tribal communities.

    Rural Energy for America Program Grants

    • Rural Energy for America Program Grants for energy-efficiency improvements like window replacement are available through the U.S. Department of Agriculture. REAP grants fund 25 percent of costs for projects associated with agricultural producers and rural small businesses. Schools, local, state and tribal governments, rural electric cooperatives, and agricultural, institutional and public power entities are eligible for REAP grants.

    High Energy Cost Grant Program

    • The USDA also operates the High Energy Cost Grant Program, which provides funding for a variety of renewable energy and energy-efficiency projects. The grants award anywhere from $75,000 to $5 million toward weatherization of residential and community property, like installing energy-efficient windows. Private companies, nonprofits and local, state and tribal governments are also eligible to receive funding from the High Energy Cost Grant Program.

    Missouri Loan Loss Reserve, Interest Buy Down, Down Payment Grant Program

    • One grant opportunity for window replacement unique to the state is the Missouri Loan Loss Revenue, Interest Buy Down, Down Payment Grant Program, which provides assistance with loans to livestock farmers pursuing energy-efficiency projects. The program pays for a percentage of the loan's interest and reduces the interest rate to 3 percent for the farmer. Alternatively, farmers can choose to receive the grant money as a cash down payment and continue paying the original interest rate. Finally, recipients of the grant are protected in the event of financial turmoil; the grant will pay for up to 75 percent of a defaulted loan. No loans may exceed $50,000.
